Arizona Hands You a Better Check Than Most States
Most markets let you confirm that a buyer has bought property before. Arizona lets you see what they paid, because the Affidavit of Property Value is appended to the deed and recorded with it.
That affidavit is a sworn statement of the sale price, the relationship of the parties and the intended use of the property. It sits in the public record alongside the deed at the Maricopa County Recorder. A buyer's actual purchase history — what they bought, when, and for how much — is therefore visible in a way it is not in most of the country.
How Do I Check Whether a Phoenix Cash Buyer Is Real?
Use the exact legal entity from the contract rather than the brand on the letter, because those routinely differ and a party unwilling to give you the entity name has answered a different question.
Who Is Actually Calling
Local rehabbers and builders. They restore and resell, they know masonry construction, and they know the county dust permit adds calendar time to any clearance. Private capital and short-term lending, and they walk away cleanly when a deal does not fit.
Cash acquirers. Capital held to buy in damaged condition. Balance sheet funding, title in their own name, their own timetable. Fastest, rarely highest.
Institutional and out-of-state funds. Unusually heavy in this market after fifteen years of buying. Formula-driven, fast, and inflexible — anything unusual about a property tends to fall out of their process late rather than early.
Contract assigners. They sign to buy and sell the contract on before closing. The question is whether the party will own your house or introduce someone who will.
Lot buyers. Where the parcel supports substantially more than what burned, they price the dirt. Valley lots being regular and buildable, this group is more active here than in markets where clearing is difficult.

The Question That Sorts Them Fastest
One question, and it costs you nothing.
"How are you scheduling the dust permit and the asbestos notification?"
Anyone who has cleared a lot in Maricopa County answers immediately: the county dust control permit under Rule 310, which the department has up to fourteen days to process, and the asbestos NESHAP notification that has to be lodged at least ten business days before work starts, alongside the city demolition permit. Somebody who has not will either not know what you are asking or will treat it as a detail, and then discover it and come back to renegotiate the timeline or the price.
Two others worth asking. Whether they have looked at whether the walls are block or frame, because that decides more of the number than the visible damage does. And whether they have factored in how long the property has been open to weather, which in this climate is a real depreciation rather than a rhetorical one.

The Arizona Department of Real Estate. A party marketing your property to others rather than buying it themselves is engaged in brokerage and needs a licence, and the lookup is public. A principal buyer taking title does not.
The County Assessor. Pull your own parcel record first. It confirms the parcel number, the ownership of record, the year built and the assessed value. Every buyer who has called you has already looked at it.
