County-Wide, City-Specific
Two requirements follow the county boundary. The Maricopa County dust control permit under Rule 310 applies to demolition anywhere in the county, and the asbestos NESHAP notification runs through the same county department. Neither is a city matter and neither stops at a city line.
Everything else is municipal. Each incorporated city permits its own building and demolition work under its own adopted amendments, sets its own fees and review times, and applies its own overlays. Unincorporated territory is permitted by the county itself.
And one thing follows the state line: Arizona levies no transfer tax anywhere, so a sale in any of these places carries the same flat two dollar transfer fee on the deed.
